Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment.
Duties and Accountabilities
Works independently on routine issues, seeking guidance on complex projects/issues from senior staff.
- Responsible for providing assistance to seniors with the management of all resources (e.g., administrative budget, capital budget, staffing, space, etc.).
- Collects data from relevant databases and prepares system generated and/or customized financial reports.
- Responsible for reviewing, processing and executing a variety of accounting and RM transactions related to the Unit’s business including expense reposting transactions.
- Prepare process documentation for existing/new processes.
- Provide transaction processing support to GSD HQ units by following the established procedures.
- Consults with clients both inside and outside the Bank, e.g., staff, consultants, vendors, etc., to effect timely payments and resolve accounting related issues.
- Provides references to Bank financial and administrative policies and procedures in administrative expense related subject areas.
- Assist seniors on providing documentation support to auditors and ACTQA for the financial transactions.
- Prepare and analyze monthly/quarterly Budget reports.
- Work on analyzing client surveys and preparing a detailed report.
Selection Criteria
Bachelors degree (preferably in Commerce, Accounting, Finance or business administration)
- A Minimum of 2 years of relevant work experience.
- Ability to Process transactions, meeting Turn Around Time service standards with high accuracy.
- Experience in system maintenance related tasks.
- Strong communication skills – both verbal & written.
- Ability to gather, organize, and present complex data in user-friendly and appropriate format (using MS Excel and MS Access) Experience in writing macro will be an advantage.
- Analytical ability necessary to measure and forecast trends.
- Experience in financial accounting.
- Familiarity with SAP would be an advantage.
- Candidates must have a strong client focus, customer service/inter-personal skills.
- The candidate must be willing to work in the night shift during alternate quarters.
Essential Specialized Skills/Knowledge/Competencies
- Ability to research, analyze, and synthesize information, interpret data, retrieve information from SAP or similar integrated systems and clearly and concisely prepare results.
- Knowledge and application of relevant Bank policies and practices as they relate to financial management (e.g., Administrative Manual, CRM and Procurement Guidelines, etc.).
- Knowledge of basic accounting theory and principles and understanding of COSO philosophy.
Background / General description
The World Bank’s General Services Department, Program Coordination Office (GSDPC) is seeking to recruit a Resource Management Officer. GSDPC is responsible for financial and systems services and help desk support for the various Business Units within the General Services Department including Corporate Real Estate, Printing and Graphics, Corporate Procurement, Translation and Interpretation, Travel, Mail and Messenger, Food and Conference Services, and Corporate Security.
GSDPC established a Center in Chennai to support GSD business units as far as resource management and financial transactions are concerned. The team is responsible for all related resource management and support work, including coordination between accounting, quality assurance or any other departments and GSD business units for any clarifications and resolution of workflow items. The Center at Chennai carries out a range of work programs including resource management support, transactions & service desk support, reports & MIS, transaction assessment and analysis.
The centralized and offshore model for GSD results in (i) consistent high ratings in Bank’s Quality Assurance and compliance tests done by ACT, (ii) consistent application of Bank’s rules and policies, GSD’s internal procedures and practices, and a standard turn-around time and ; (ii) standard processes and procedures applied to GSD hubs located in some country offices.
